Senior T-Ball Rules

Revised:  April 2009

ADMINISTRATIVE RULES

The Rules of Senior T-Ball have been designed to allow coaches and umpires to teach the basic fundamentals of baseball, it must be remembered AT ALL TIMES that as coaches and umpires we are here to teach SPORTMANSHIP, SAFETY, and FUN.

1.1        All games begin at 6:00 pm. Failure to comply will result in a team out to the offending team.  However a 10-minute grace period will be awarded when one or both teams cannot fill a 9 player roster.  After the grace period has expired the game will be decided by the Head Umpire and Baseball Convenor.  In case of a double forfeit, either (1) the game will be rescheduled to another date set by the league convenor or, (2) the game will be played with all available players.

1.2        Two copies of each team’s line-up (one copy for the umpire and one for the opposing team) must be ready by 5:55 p.m. and given to the home plate umpire. The umpire will give the team copy of the line-up to the appropriate teams.

1.3        Each game will consist of 4 to 6 innings depending on time.  The curfew is 7:30 pm during the school year and 8:00 pm during the summer.

2.1        All teams consist of a maximum of 15 players and 3 coaches.

2.2        12 players will play in the field at one time.  Infielders consist of a pitcher, catcher, 1st base, rover, 2nd  base, short-stop, and 3rd base.

3.0       PLAYER, COACH & PARENT EXPECTATIONS

3.1        Coaches must remain on the bench or in the designated field areas (coaches’ box).  Failure to do so will result in the following: (1) Defensive coach – all runners score: (2) Offensive coach – all runners out.

3.2        All players and coaches MUST be wearing their team uniform (shirt and hat) while playing the game, otherwise, they will not be permitted on the field.

3.3        Proper athletic footwear must be worn by players and coaches on the field and at the bench or you will not be allowed to participate for that game!  No open heeled runners or athletic sandals are allowed.

3.4        Cleats are permitted as long as they are plastic or rubber.  Any type of metal is not allowed.

3.5        There is no smoking permitted in the players area, (this is anywhere past the pavement).  There are no drinks permitted on the field.  All drinks must remain at the bench.

3.6        It is highly recommended that any player in the pitcher or catcher position wear a protective cup.

3.7        Loose jewellery is NOT permitted on the field, with the exception of Medic Alert.  Earrings are allowed only if they are taped over. Coaches are exempt from this rule.

3.8        Sunglasses are NOT permitted on the field, with the exception of CSA approved safety and prescription glasses. Coaches are exempt from this rule.

3.9        Any person (coach, player, parent) intentionally throwing equipment, using profanity, or disrupting play is subject to being ejected from the park by the Head Umpire or Convenor.

3.10      Parents and spectators are not permitted in the player’s area, except to dispose of refuse into the garbage receptacle.  The player’s area is considered to include the grass area between the asphalt sidewalk and the playing field.

4.0       GAME PLAY

4.1        4 to 6 innings constitute a complete game. A full inning must be played regardless of score.  In case of bad weather or darkness, at least two complete innings will constitute a complete game with the official score being the score at the end of the last completed inning (exception, playoffs).  At the first sight of lightning or sound of thunder by the convenor or head umpire, the game will be called.  However, if the game is in the bottom half of the inning and the home team is winning, the score will stand at the time the game is called.  (1) During the regular season, ties will stand with each team receiving one point in the standing.  (2) Extra innings will be played in playoffs only.  Only in this case will a game end when the home team scores the winning run.

4.2        If one team is leading the other by margin of 10 or more runs after the 5th inning the game will be considered complete at that point.  If the home team is leading by this difference prior to the bottom half of the 5th inning, the game will be considered complete, with the official score being the score at the end of four and one half innings.  If the home team scores the run in the bottom of the 5th inning which creates the difference of ten runs in their favour, the game will be considered completed at that point.

4.3        A 5-run per inning mercy rule will be in effect except during the last inning.

4.4        In the case of serious illness or injury, that player may be removed from the line-up at that time. The player will then be skipped over in the batting order without penalty. Once skipped the player may not return to the game.

4.5        In the case of an ejection, or leaving for any reason other than medical, that player will be removed from the line-up at that time and may not return to the line-up.  That player will be skipped over in the batting order with the team being penalized an automatic out when that player is scheduled to bat.

5.1        The batter must have both feet in the batter’s box.

5.2        Any player throwing a bat is automatically out and the ball is dead.  (Exception: during the EXHIBITION GAMES ONLY, if a player throws his bat, he/she will be shown the proper technique by their coach and will try batting again).  Runners may not advance.

5.3        A batter is allowed 3 strikes.  A foul counts as a strike unless it is strike 3.  Only 3 such fouls are allowed before the batter is out.  (This is the three 3rd strike rule.)

5.4        All batters and base runners must wear a proper fitting helmet, with straps, fastened properly.  Batters, base runners and pitchers must keep helmets on while the ball is in play.

5.5        The ball is in play when the umpire voices, “Play ball”.  To call the players to attention, the umpire will voice, “Team Name, Are you ready?” prior to saying, “Play ball”.  A batted ball stopping on the foul line is a fair ball.

5.6          The Batter must hit the ball past the dead ball line for the ball to be in play.  If the ball is not hit past the line, a strike will be called and the ball will be called dead.

5.7        A safety base will be used at the first base. The base runner must touch the orange bag only.  The fielder must touch the white bag only in order to get the runner out.

5.8        Bat persons or coaches may only retrieve bats when “time” has been called by the umpire. If the bat is retrieved before time is called, that batter will be called out.

5.9        Two runners may not occupy the same base simultaneously.  The runner who first occupied the base will be entitled to it unless forced to advance.  The other runner may be considered out if touched with the ball.

6.0       THE RUNNER

6.1        Runners grossly breaking the baselines to avoid a tag, in the umpires’ discretion, will be called out.

6.2        A coach may not touch a base runner while the ball is in play.  If touched, the runner is out and the ball is dead.

6.3        A runner who is hit by a batted ball is out.  A runner who is hit by a thrown ball is not out. He/she may continue at their own risk.

6.4        A batted ball or thrown ball hitting an umpire is alive and in play if the umpire is not in foul territory.

6.5        An overthrow out of play or into the players’ bench entitles all base runners to advance one extra base without liability to be put out.  On an overthrow which remains in fair or foul territory while still “in play”, base runners may attempt to advance at their own risk.

6.6        In the case of an injury to the batter during the course of an at bat, a courtesy runner may be used, though the batter must reach 1st base on his/her own.  The courtesy runner will be the most recently recorded “out” on the roster.  In the case of an injury prior to an out being recorded in the game, the final player listed in the original batting order will be used as the courtesy runner.

6.7        For safety purposes there will be a 2nd home plate set 4 feet outside the batters box, in foul territory, on the third base side.  To score the runner must touch this plate.  If the runner touches the original home plate the runner is automatically out.

6.8        All players must make an effort to avoid contact with an opposing player while on the base lines.  A player may be ejected from the game if excessive or overly aggressive contact is made.  The coach will be given a team warning and if a second incident arises the game will be forfeited.

6.9        Any runner caught sliding is automatically out.

6.10      Base stealing is not permitted. Any runner caught leading off before the ball is hit is automatically out.  Leading off – preparing to steal a base.

6.11      The runner must touch the orange bag ONLY to be safe at first base.  If any part of the white bag is touched the runner will be out.

6.12      There is a commitment line drawn half way between third base and the safety home base.  Once a player has passed this line, they must continue to home base, they cannot go back to third.

7.0       THE FIELDER

7.1        Fielders are not allowed to block the baselines.  The umpires/coaches will move obstructing infielders.  An extra base can be awarded to all runners if any runner is interfered with.

7.2        The Pitcher is required to have both feet on the rubber until the ball is hit and must wear a helmet with a face shield and strap.

7.3        The fielder must touch the white bag ONLY to record an out at 1st base.  If any part of the orange bag is touched, the runner will be safe.

7.4        Any player may cross the “infield/outfield” line after the ball is in play.  Before play is started, outfielders must be positioned in the outfield (i.e. beyond the “infield/outfield” line).

7.5        To end play, the fielder must return the ball to the pitcher and the pitcher must be inside the pitchers’ circle and have full control of the ball.

8.0       DEAD BALL LINE

8.1        The “dead ball line” is defined as the line drawn between the foul lines directly in front of home plate.

8.2        Fielders must wait for the ball to cross the Dead Ball line before fielding the ball.

9.0       THE UMPIRE

9.1        The umpire has final say in all matter concerning these rules.  Minor adjustments may be made in order to maintain the SAFETY, SPORTSMANSHIP, and FUN aspects of our game.

9.2        The umpire must wear proper athletic footwear for all games or he/she will not be permitted to umpire for that game.

9.3        When the pitcher has full control of the ball in the circle, the umpire will call time.  The pitcher can then throw the ball to the catcher to be put back on the tee.

10.0    BRADLEY RULES

These rules apply to the qualified special needs players that are in our league.  Their coaches or umpires will let you know which rules apply to them before the game begins.

10.1      The player will be starred on the line-ups that are handed in to the umpire.

10.2      The player will automatically be given first base.

10.3      For players with walkers, the wheels of the walker must make contact with the base.  If they are rounding a base, they must round on the outside of the base.  When running bases, a person using a walker does not have to fully reach the next base to be “safe”.  A line will be chalked between the bases that must be reached to be considered “safe”. The line will be chalked at a distance from each base such that it will take approximately the same length of time to reach as it would take for an average child without the disability to run the full base distance.

10.4      Players may have horns or bells to get the attention of their coaches or umpires.  Play will halt until the player is attended to.  The player may also have red flags.  Play is to be stopped when the flag is waved or dropped on the field.

10.5      There is no tagging of any player using a walker.

10.6       Any player with a PICC (Peripherally Inserted Central Catheter) line or Central line cannot be tagged.

10.7      The player may have a designated personal assistant with them in the field.  This personal assistant will be pre-approved by the convenor.

10.8      The assistant may help field a ball.  i.e. (1) Assistant may catch a pop fly but the player must throw the ball infield, the ball will still be live and the runner may advance. (2) If the ball is hit well beyond the player the assistant may field the ball to the player but the player must throw the ball to the infield (please keep in mind, that if the ball would usually be a single, double or triple, try not to take advantage).

Junior and Senior Softball Rules

Revised:  April 2009

ADMINISTRATIVE RULES

Softball Canada Rules prevail over all aspects not covered in these ground rules.

1.0       GAME START TIME & START OF INNINGS

    1. All games begin at 6:00 p.m. sharp, with a minimum of 8 eligible players to be fielded for each team.  Any team that is unable to field the minimum numbers of eligible players by the game start time will be awarded a 10-minute grace period to allow additional eligible players to arrive.  This will result in an automatic out in the first inning for the offending team.
    2. If both teams are unable to field the minimum number of eligible players by the game start time, a 10-minute grace period will be awarded so the teams may allow additional eligible players to arrive.  In this situation an automatic out in the first inning will not be issued since both teams have delayed the start of the game.
    3. After the grace period has expired the game will be forfeited by the team that has not fielded the minimum number of players.
    4. In the case both teams not being able to field the minimum number of players (double forfeit), the game will be rescheduled to another date set by the league convenor.
    5. Teams will be given 3 minutes to get into position for the next inning.  If they are not ready at this time, a delay of game will be called by the umpire and a penalty of an automatic out for the next inning will be given to the offending team.  Pitchers will be allowed 5 warm up pitches.

2.0       PLAYER, COACH & PARENT EXPECTATIONS

2.1        To be considered an eligible player, a complete team uniform (shirt, hat, and proper athletic footwear) MUST be worn. Coaches MUST also wear a complete team uniform.  All other persons will not be permitted on the field.

2.2        Athletic sandals or open heeled runners are not considered proper athletic footwear.

2.3        Cleats are permitted as long as they are plastic or rubber.  Any type of metal is not allowed.

2.4        Loose jewellery is NOT permitted on the field, with the exception of Medic Alert.  Earrings are allowed only if they are taped over. Coaches are exempt from this rule.

2.5        Sunglasses are NOT permitted on the field, with the exception of CSA approved safety and prescription glasses.  Coaches are exempt from this rule.

2.6        All players are encouraged to wear athletic supports and cups.  These are mandatory for all catchers.

2.7        During game play, a coach must ask for and receive a time out before going onto the playing field.  Failure to do so will result in a coaches warning or ejection.  In addition, the batter will receive a ground rule double or will be called out depending on if it was the defensive or offensive coach.

2.8        Coaches may not approach home plate except to retrieve the bat after time has been called.  Coaches may not pass lines in the infield to help players except in the event of an injury.

2.9        There is no smoking permitted in the players area.  The player’s area is considered to include the grass area between the asphalt sidewalk and the playing field.

2.10      Drinks are NOT permitted on the field; however, you may have them with you on the bench.

2.11      Any person (coach, player, parent) intentionally throwing equipment, using profanity, or disrupting play is subject to being ejected from the park by the Head Umpire or Convenor.

2.12      Parents and spectators are not permitted in the player’s area, except to dispose of refuse into the garbage receptacle.  The player’s area is considered to include the grass area between the asphalt sidewalk and the playing field.

3.0       BATTING LINE-UPS

3.1        Batting line ups must be ready from both teams by 5:50 p.m., and two copies of the line up must be provided to the umpire.  The umpire will then provide the opposing team a copy of your batting line up.

3.2        All team members will be listed in the batting order, and the batting order will not change throughout the game.

3.3        If a player is not present by his/her first plate appearance, that player will then be scratched from the batting line-up.

3.4        If a player leaves the game for any reason or in the case of an ejection, that player will be removed from the line-up and may not return to the line-up that game.  That player will be skipped over in the batting order with the team being penalized with an automatic out when the ejected player is scheduled to bat.

3.5        In the case of a serious injury, that player may be removed from the batting line-up at that time.  That player will then be skipped over in the batting order without penalty and may not return to the line-up for the rest of the game.

4.0       TEAM SET-UP

4.1        All teams will consist of a maximum of 15 players and 3 coaches.

4.2        The fielding team will consist of 6 infielders (pitcher, catcher, 1st base, 2nd base, 3rd base, & Shortstop) and 2-4 outfielders.

4.3        A team must start and finish a game with a minimum of 8 players.  A team may play with less than 8 players only if an injury prevents a player from finishing the game.

4.4        If an ejection results in a team having fewer than 8 players, the game will be forfeited to the non-offending team at that point.

5.0       POSITIONAL & SIT OUT FAIR PLAY

5.1        Each player in attendance must play a minimum of two (2) innings during the course of the game.

5.2        No player may sit out more than one (1) inning in succession.

5.3        A player may play the same position to a maximum of 3 innings.

5.4        A player may not play the same infield position more than 2 innings in succession.

5.5        In the event of any injury to a player during the course of an inning, the injured player will not be forced to remain in the game.  If removed from the game, the injured player cannot return to the field during that half inning.  It will, however count as an inning played for the injured player.  With regards to the replacement player, his/her time on the field does not count as an inning played.  The replacement player may be any player not currently in the field as chosen by his/her own coach, and must take the position of the injured player in the field.  In the case of having less than 10 players, and an infielder is injured, you may replace that player with an outfielder.  In the event of an injury to the pitcher, for safety purposes, you may replace him/her with another pitcher, who has not already pitched their maximum number of innings, from either the bench or the field.  If they are pulled from the field you must replace that person from the bench.

6.0       GAME PLAY

6.1        Six innings constitute a complete game.  In the event of a tie after 6 complete innings, extra innings will not be played.

6.2        In case of bad weather or darkness, 3 complete innings will constitute a complete game.  At the first sight of lightning or sound of thunder by the Head Umpire or League Convenor, the game will be called.

6.3        Five innings will constitute a complete game if one team is leading the other by margin of 10 or more runs after the 5th inning.

6.4        A 7-run per inning mercy rule will be in effect except during the last inning.

7.0       THE BATTER

7.1        The batter will be given 3 strikes/4 balls thrown by the opposition pitcher as governed by Official Softball rules.  If the batter reaches 3 strikes, the batter is considered out.  If the batter reaches 4 balls, then they are awarded a “base on balls”, and may proceed safely to first base.

7.2        A foul ball out will be recorded if the ball is fouled behind the batter a minimum height equal to the batter’s height with the ball being caught by the opposition team in foul territory. If the ball is caught off the fence then the batter is not out.

7.3        On a third strike call, if the catcher fails to catch the ball (passed ball), the batter may attempt to reach 1st base, providing 1st base is unoccupied.  The batter will be awarded first base if they reach first base before a force play is made at first base, or before the runner is tagged out by the opposing team having control of the ball.  Any other runners on the base paths are not allowed to advance.

7.4        Bunting is permitted.

7.5        The batter is automatically out when his/her foot touches home plate while advancing to first base.

7.6        If the batter is hit by a pitch, he/she is awarded an automatic base, unless the batter does not make an obvious attempt to move or is crowding the plate, in which case it is then considered a strike.

7.7        A safety base will be used at first base.  When advancing to first base, the runner must use the orange portion of the base only.  If the runner uses the white portion, they will be called out.

7.8        When overrunning first base, the batter must turn into foul territory after touching the orange portion of the base.  If the batter turns into fair territory, the batter may be tagged out before he/she returns to first base or attempts to advance to second base.

7.9        In the case of an injured player, a courtesy runner may be used.  (Though the batter must reach 1st base on his/her own and that will end their play.)  The courtesy runner will be the most recent “out” on the roster.  In the case of an injury prior to an out being recorded in the game, the final player listed on the original batting order will be the courtesy runner.  The courtesy runner must start at the injured runners base and will not begin their play until the next batter.

7.10      Once the ball is in play, it continues to be in play until the pitcher is in control of the ball and is inside the pitchers circle. The umpire will voice time.

7.11      Any player throwing a bat is automatically out and the ball is dead.  Runners may not advance.

7.12      A batter who bats out of order is automatically out.

8.0       THE RUNNER

8.1        Any runner caught sliding is counted as an automatic out.

8.2        Stealing bases, leading off the bases, and leaving the base before a ball is hit is prohibited.  If in the umpire’s discretion, the runner has left early, the runner is out.  The ball will be called dead if hit, and the call on the current pitch will stand.  If this results in the third out the ball is dead and the inning is complete.

8.3        Any overthrow which results in the ball being out of play (past the fence line) entitles all base runners to advance one extra base without liability to be put out.

8.4        On any overthrow which remains in fair or foul territory while still “in play” (not past the fence line), base runners may attempt to advance at their own risk.

8.5        Base runners when running from 3rd base to home are not allowed to touch home plate.  For safety purposes there will be a runner’s home base (2nd home plate) set 4 feet outside the batter’s box in foul territory on the 3rd base side.  To score, the runner must touch this home base prior to the force play being made at the original Home Plate.  If the runner touches the original home plate the runner is automatically out.  If the defensive play is made at the home base (2nd home plate), the runner is safe.

8.6        Once the base runner crosses the commitment line between 3rd base and home base, the runner must continue to the safety home base. A runner, who has crossed the commitment line and goes back, is out.   Any fielder need only touch home plate with control of the ball to record the out (force play).  If a tag is applied between the commitment line and home plate, the runner is safe.

8.7        All runners must make an effort to avoid contact with an opposing player while on the base paths.  In the umpire’s discretion, a player may be ejected from the game if excessive or over aggressive contact is made.  The coach will be given a team warning and if a second incident arises the game will be forfeited.

8.8        A base coach may not touch or hold a base runner to physically assist him/her in leaving or returning to a base.  The runner is out and the ball is dead.

9.0       THE PITCHER

9.1        All pitchers must deliver the ball underhand from the pitching rubber.  Windmill pitching is prohibited.

9.2        The pitcher must wear a protective batting helmet while pitching.

9.3        The pitcher may start a few steps back from the rubber but must remain within the pitchers circle.  When the ball is released, one foot must be in contact with the pitching rubber.

9.4        One time out is permitted by the coach to talk to the pitcher; a second time out indicates he/she is automatically pulled.  (Per pitcher, per inning)

9.5        If the pitcher has control of the ball and is standing in the pitchers circle the runners may not advance.  However, if the ball is being thrown to the pitcher and the pitcher does not have control of the ball, the runners are allowed to advance at their own risk.

9.6        The pitcher must not intentionally walk the batter.  First team infraction will be issued a warning.  Second team infraction will result in the opposing receiving a ground double. Third team infraction will result in the batter and all basemen to score.

9.7        An individual pitcher may pitch a maximum of 3 innings.

9.8        If pitching change is made in the middle of an inning, the original pitcher is not permitted to pitch again that inning.  Replacement pitchers will be allowed 3 warm up pitches.

9.9        2 outs accumulated in one inning by one pitcher constitute an inning pitched for that pitcher.

10.0    THE FIELDER

10.1      The fielder at 1st base must touch the white bag to record a force play out at 1st base.  If fielder at 1st base touches the orange bag, then the runner will be called safe.

10.2      Outfielders may not enter the infield until contact is made with the ball

10.3      Infielders may enter the outfield, but must remain in the infield until the ball is hit.

10.4      The fielder is permitted to go to the washroom building during a break in the play of the game, however, a substitute player is not allowed and continuation of the game will not wait for their return.  An outfielder may come in to temporarily cover a missing infield position.  The player returning must wait for a break in play to rejoin the game.

10.4.1   Note:  that the game cannot continue with fewer than 8 fielders in the field.  If a player leaves the field to go to the washroom and this results in fewer than 8 fielders, the game will pause until the player’s return and his/her team will be penalized one out in the current inning.

10.4.2   In the case that the break is required for medical reasons (e.g. bladder infection, etc.) the game will pause and no penalty will be given.  Such medical conditions must be made known to the umpire before the start of the game.

11.0    THE UMPIRE

11.1      The umpire has the final decision in all matters concerning these rules.  Minor adjustments may be made in order to maintain a safe environment.

12.0    POST-SEASON PLAY (PLAYOFFS)

12.1      The mercy rules do not apply during post-season play.

12.2      During playoffs, games are to be played through the completion of 6 scheduled innings.  If there is a tie after 6 complete innings, extra innings will be played to decide a winner.

12.3      If the post-season game extends into extra innings, rules 5.3 and 9.7 will no longer apply to that particular game.  Rule 5.4 will continue to apply.

12.4      If there is a safety concern due to darkness, the game will be called and the score from the last completed inning will stand, and any play after the last completed inning will be nullified.  If the score is tied after the last completed inning, the remainder of the game will be scheduled by the convenor.

13.0    BRADLEY RULES FOR SPECIAL NEEDS PLAYERS

13.1      These rules apply to the qualified special needs players that are in our league.  Their coaches or umpires will let you know which rules apply to them before the game begins.

13.2      The player will be starred on the line-ups that are handed in to the umpire.

13.3      The player will be given 5 pitches to hit the ball.  They will be given an automatic first base if the ball is not hit.

13.4      The player will be automatically safe at first base if the ball is hit in play.

13.5      For players with walkers, the wheels of the walker must make contact with the base, either colour. There is no tagging of any player using a walker.

13.6      The player may have horns, bells or flags to get the attention of their coaches or umpires.  Play will halt until the player is attended to.  Play is to be stopped when the flag is waved or dropped on the field.

13.7      Any player with a PICC (Peripherally Inserted Central Catheter) line or Central line cannot be tagged.

13.8      The player may have a designated personal assistant with them in the field.  This personal assistant will be pre-approved by the convenor.

13.8.1   The assistant may help field a ball.

(1) Assistant may catch a pop fly but the player must throw the ball infield, the ball will still be alive and the runner may advance.

(2) If the ball is hit well beyond the player the assistant may field the ball to the player but the player must throw the ball to the infield.

(3) Please keep in mind that if the ball would usually be a single, double or triple, try not to take advantage).
